Remains of someone's meal left for what, maybe grounds maintenance to pick up, neighbor to pick up? Did the person have too many packages to carry and dropped it with out knowing, although earlier it was placed neatly by the post? Did they decide it might make their living space smell or the real reason, they are lazy and inconsiderate.
